According to the Ecuadorian Intellectual Property Law, the following documents are in the public domain and shall not benefit from the legal protection accorded to copyright: (a) the ideas contained in works; procedures, methods of operation mathematical concepts as such; systems or the ideological or technical content of scientific works or the industrial or commercial exploitation thereof; (b) legal and regulatory provisions, judicial decisions, and instruments, agreements, deliberations and rulings of public bodies, and also the official translations thereof.

The copyright situation of this work is theoretically uncertain, because in the country of origin copyright lasts 70 years after the death of the author, and the date of the author's death is unknown. However, the date of creation of the work was over 120 years ago, and it is thus a reasonable assumption that the copyright has expired (see here for the community discussion).
